From Energy Choice Matters:

On January 7, Virginia Delegate Mark Keam and Delegate Lee Ware will announce what is described by proponents as, “bipartisan legislation to eradicate the current system of monopoly utilities controlling the electricity system in Virginia.” The forthcoming bill, the Virginia Energy Reform Act, “would increase consumer choice by establishing a competitive market, protect the most financially vulnerable Virginians, and implement an energy efficiency standard, among other overdue reforms,” backers of the bill said.
