NC Clean Energy Technology Center: 50 States of Solar Quarterly Report: The 50 States of Solar series provides regular quarterly updates of solar policy developments, keeping stakeholders informed and up to date. South Carolina PSC rejects Dominion solar plan, preserves net metering - Last week, South Carolina Public Service Commissioner Tom Ervin motioned to accept a proposal that included several suggestions from the various non-utility parties, including the Solar Energy Industries Association (SEIA) and NC Sustainable Energy Association (NCEA), regarding successor net metering tariffs. Dominion’s original proposal was prohibitively expensive for solar customers. It would have resulted in excessive fixed and variable non-avoidable monthly fees, which would drastically slow rooftop solar adoption in South Carolina. Today, the Commission unanimously rejected Dominion’s proposal and instead opted to adopt a net-metering tariff built around several of the suggestions given by the joint parties. Iowa Adopts Amendments to Align State’s Solar Energy System Tax Credits with Federal Credits - The Iowa Department of Revenue adopted amendments to the state’s solar energy system tax credits, effective May 26. The rules pertain to the relationship between Iowa’s solar energy system tax credit and federal energy credits. States ask FERC to eliminate MOPR, grant more flexibility in pursuing alternatives to PJM capacity market - from Utility Dive, State legislators within the PJM Interconnection are asking federal regulators to allow more flexibility in pursuing alternatives to the grid operator's capacity market, as they pursue a fix to the minimum offer price rule (MOPR) expansion.Governor Cuomo Announces More than 20 Large-Scale Renewable Energy Infrastructure Projects Will Be under Construction Across New York State This Year - Projects Expected to Create More than 2,000 jobs and Spur Nearly $1.5 Billion in Private Investment to Help Stimulate the State's Economic Recovery. Part of New York State's First Phase of Nearly 11,000 Megawatts of Clean Energy Contracted to Power New York to Enter Construction, Enough to Power Five Million Homes. Launch of Fifth Annual Large-Scale Renewable Energy Solicitation, Largest Land-Based Procurement for Renewables Issued by New York to Date. Advances Progress Towards Governor Cuomo's Goal for 70 Percent of the State's Electricity to Come from Renewable Sources by 2030 Texas is poised for major growth in solar energy, EIA says - Solar is on track to make up the largest share of new capacity additions in Texas between 2020 and 2022. Almost 50% of the additions during this time period will be solar, surpassing wind (35%) and natural gas (13%) additions, according to the Energy Department’s Energy Information Administration (EIA). West Virginia legalizes solar power purchase agreements - The West Virginia legislature has passed a bill to make it easier for West Virginians to benefit from solar energy. House Bill 3310 enables power purchase agreements (PPAs). PPAs are a widely available method to finance distributed energy generation projects such as rooftop solar panels. PPAs are now allowed in 29 states. New Mexico gains a community solar program - The state’s governor signed Senate Bill 84 into law, paving the way for a statewide community solar program in 2022 that includes a 30% capacity carveout for low-income people and service organizations.
