South Carolina PSC rejects Dominion solar plan, preserves net metering - Last week, South Carolina Public Service Commissioner Tom Ervin motioned to accept a proposal that included several suggestions from the various non-utility parties, including the Solar Energy Industries Association (SEIA) and NC Sustainable Energy Association (NCEA), regarding successor net metering tariffs. Dominion’s original proposal was prohibitively expensive for solar customers. It would have resulted in excessive fixed and variable non-avoidable monthly fees, which would drastically slow rooftop solar adoption in South Carolina. Today, the Commission unanimously rejected Dominion’s proposal and instead opted to adopt a net-metering tariff built around several of the suggestions given by the joint parties. Iowa Adopts Amendments to Align State’s Solar Energy System Tax Credits with Federal Credits - The Iowa Department of Revenue adopted amendments to the state’s solar energy system tax credits, effective May 26. The rules pertain to the relationship between Iowa’s solar energy system tax credit and federal energy credits. West Virginia legalizes solar power purchase agreements - The West Virginia legislature has passed a bill to make it easier for West Virginians to benefit from solar energy. House Bill 3310 enables power purchase agreements (PPAs). PPAs are a widely available method to finance distributed energy generation projects such as rooftop solar panels. PPAs are now allowed in 29 states. New Mexico gains a community solar program - The state’s governor signed Senate Bill 84 into law, paving the way for a statewide community solar program in 2022 that includes a 30% capacity carveout for low-income people and service organizations.
